Warzone Problem (CPU 99%) w/ 3070

Hello, im having a strange proble, so i bought a new graphic card (msi 3070 gaming x trio 8gb), my cpu always 99% usage and my gpu 50-60%,  and the funny part is if i play high setting or low settings the fps will be the same

my cpu is running 4.6ghz, any ADVICE?

my spec are:

 

CPU: Intel Core i5-9600k

GPU: MSI RTX 3070 GAMING X TRIO 8 GB

RAM: 32 GB

Monitor: Asus VG248 TN 24'' 144hz 1080p

Power Supply: Corsair RM750x (2018) Full Modular

Case: Phateks 400s Red/Black

Motherboard: ATX MSI MPG Z390 Gaming Edge AC

Cooler: Water Cooler Kraken x62

Higher res, better cpu, thats all you could do. That is a big cpu bottleneck. Lower settings just gives the cpu more frames it cant process. If you could, I would play at 1440p downscaled to 1080p

downscaling from 1440p would reduce the frame rate. Upscaling from lower would make it worse. (he has a 1080p 144hz monitor)

either accept it, overclock cpu, or replace it with 9900k (was sold for 200 in microcenter)
