Are you buying a new rig? What is your budget?

Minecraft servers basically only care about single core performance, so just get 16GB of RAM, at least a terabyte of storage, and the CPU with the fastest single core performance you can fit in your budget.

Download doesn't matter. What matters is your upload. Many ISP's can offer Gigabit down, but upload could be lack luster. Also depending on where you are in the world, your ISP might take actions against you for running a server. I know my ISP forbids internet facing servers on residential connections. I could imagine 30 people server could pull down a bit of bandwidth and the ISP might not be too happy about that, especially with many networks under strain due to covid.

I just want to sit back and watch the world burn.

Check the TOS or AUP of your ISP. Also check to see what the upload on the Gigabit plan is. Keep in mind, if you over saturate your upload you WILL bring down your whole internet connection.
