Please help! Random USB restarts, Fan Spikes, and game freezes all at once with spike in CPU usage ?

New Computer random high CPU load, Fans turn up and all USB ports turn on and off. The Screen stays on but the computer freezes for a second. The CPU load goes up to 70 or 90%.
I have updated BIOS, turned off AMD Auto Overlock, and turned down setting in BIOS.

Specs:

Motherboard: Asus B450 tuf
CPU: Ryzen 5 3600
GPU NVIDIA 2070 super
Ram: G Skill Trident RGB 16GB
SSD Samsung Evo 970 Plus M.2 1TB
SSD 2 Crucial MX 500GB
PSU: Corsair Hx750i
Case: NZXT H510 Elite
Added fans: Noctua NF-P12
Added Fan 2: NF-14

I would contact ASUS. Try to update all of your drivers, including your graphics card ones.

So what's chewing on the CPU? You can sort the task manager by CPU load and see what's eating it up

its weird it does show up as individual task

I updated the Bios already, and all of my driver and did a clean windows install
