try Ryzen Controller

I bought the HP notebook 15s with a ryzen 5 4500u with no OS installed(now Win10) and i cannot find the right software to limit the power draw. It always spikes up to 23w when under heavy load. Any advice would be helpful.

With no OS? You can't unless the BIOS supports it which I doubt.

I will recommend an NHu12s (or an NHd15 (maybe)) for your PC build. Quote or @ me @Prodigy_Smit for me to see your replies.

After tinkering a little with it, im a somewhat curious about what will happen if i set the tdp to 30w. I watched some youtube videos/comparisons, but none of the helped. Any information?  Is it safe?

Either it cannot be applied or it will be applied but the APU will thermal throttle
