I bought my laptop for about 9 months ago. But now I am planning on building a new computer, will I be able to use this code on my new PC, or do I have to buy a new one?

yes you can, but it may involve calling microsoft

have it turned off when trying to use the code

Actually the code on laptops isn't even registered to a computer. When companies make computers it would be tedious to type every single code, what they do instead is use a manufactures code to register the laptop. Then give you the windows code which hasn't been used on the bottom of your laptop in case you ever need to reinstall. Most codes go unused and wasted because this isn't widely known.
