I'd probably strech the budget to 500$ and get a 5600X + B550 Board + DDR4 combo.

The 5600X will be released tomorrow for 299$.


For example a 5600X (299$) + MSI B550 A-Pro (140$) + 16GB DDR4 Corsair Vengeance 3600MHz ram (60$)

 

You can get the same Mobo and RAM with a Ryzen 5 3600 if you want to stay at 400$.

I've been gradually upgrading this pc, I just upgraded to a GTX 1650 Super 4GB, and an EVGA 600W PSU. I haven't upgraded the Mobo yet, it is an Asus P7H55-M LX, I got a core i7 860 off of Ebay. I wanna know if upgrading to an RTX 3070 would be a good idea, or if I should save to upgrade my platform first.

and other gpu will be bottlenecked i suggest to do a platform upgrade

I'd need to save for a while anyway, and was wanting to upgrade to the new ones.

If you saved up another $100 the ryzen 5 5600X is easily within your budget.

If someone did not use reason to reach their conclusion in the first place, you cannot use reason to convince them otherwise.
