Graphics Card Fan Speed

Hi,

I have a 8gb Nvidia GeForce rtx super and I've noticed according to hwinfo64 that the fans on it are spinning at 1500rpm even when I'm not gaming, I can be doing something like watching hulu and will still be doing that and the only game I play is iracing. Is there a reason that the fans are spinning that high and this is fairly new pc build, not even a month old, the case is a corsair carbide 678c. Thanks for helping oh and I just finished updating the driver through GeForce experience. I'm running windows 10 pro.
