I'm planning to build this pc and use my 1050ti from my old pc for the time being and upgrading it later down the line. I need a PC now as my old PC is getting really unreliable.

My current rig is a i7-930 and a 1050 ti with 18gb DDR3 1333mHz RAM

Will the upgrade to the 3600 and the faster RAM make any improvements to performance and will this be a smart move to make?

I wuld do it. Just a reference:

the i7 has 4c 8t, and the r5 has 6t/12c. ddr4 is 2x the speed of ddr3.

you don't need such an expensive motherboard and you might want a cpu cooler to keep the noise down. otherwise, it's a good plan and you'll definitely see an increase in performance. a ssd will also help immensely if you don't have one already.

the tuf b550 plus has the same pcie gen 4 support as the tomahawk.
