Hardware check

Hello,i returnt this morning home, to find that my usb 3.0 is not working.
My keyboard and mouse were dead and those were the devices i ve had there.
I plugged them at a different line (i think it's a slower usb type) and they work there
How can i be sure that they are hardware-dead, and prove it to a customer service?
I mean, is there any program, that clearly give me a "your usb ports are dead"?
i also got an electricity edge (translation from greeks so can be similar) after i connected to the other ports

Guess this is the I/O try plugging a charger in there and see if your phone charges

Yeah but it could be giving power not enough you could also use tools to test (if you have those tools that is)
