Friend needs a new build, what parts?

Budget (including currency): 1,500 to 2,000 USD

Country: USA

Games, programs or workloads that it will be used for: Minecraft, R6S, Crysis, just GPU intensive games.

Other details (existing parts lists, whether any peripherals are needed, what you're upgrading from, when you're going to buy, what resolution and refresh rate you want to play at, etc): Existing parts list below, needs to include monitor and keyboard, he’s upgrading from an old Alienware gaming laptop, 144hz+ (No 4K needed), would like to play at rather good frame rates, RTX 3070 OR 3080 PLEASE!

Also try getting a 1440p monitor, as a 3600/5600 may bottleneck at 1080p.

Ideally, you'll want to swap the 3600 out for its upcoming Zen 3 equivalent.

 

Or, if you want to max out the budget (well, okay, it's $100 over):

Though again, first wait and see what Zen 3 offers (as in actual reviews, not just AMD's reveal event). If it matches Intel in terms of gaming performance, you'll probably want to go that route instead.

I would do a build like this

Same storage, the 850w version of the same psu, 1440p 144hz monitor, would get the 5700x, and got what looks to be a nice keyboard. Keyboard people feel free to roast me if its bad, i dont do keyboards. I also got a tuf 3080.

I could use some help with this!

Instead of the Meshify C I would go with the P400a, td500, or lancool 2 mesh performance when its in stock.

The Meshify C with only 2 stock fans  loses out to all of those cases in stock airflow, especially the lian li.

Instead of spending $50 for more fans, it would be better to just get a better case with more stock fans. A good air cooler would cool the 3700x/5700x to the same levels as an AIO and be cheaper.
