The 3070 will cost $499 so it's obviously out of his price range.

However the 3060 Ti which comes out this month will be in your price range and it will be a lot better than the 1080 Ti. It wasn't announced yet however we can estimate that it will probably be as fast as a 2080 Super.

November is more likely for any 3060. After the 3070 is out, NVIDIA will want to wait for Big Navi before putting anything else out there. I'm curious as to where your 2080 Super estimation is coming from. Despite NVIDIA's claims, based upon 3080 performance the 3070 is likely to land somewhere between the 2080 Super and 2080 Ti. Even if it does land right at 2080 Ti performance, NVIDIA would be nuts to kneecap their own card by introducing one that's potentially 20% cheaper while having 95% of the performance. I think 3060 performance somewhere between 2070 Super and 2080 is more likely, and would fit in line with X60 releases back to Pascal.

I enjoy buying junk and sinking more money than it's worth into it to make it less junk.

The 2060 didn’t come out til January. I’d be surprised to see the 3060 before then.
 

Everyone is banking on amd here but they have to double performance from the 5700xt and if they do that it will probably be a $700 card and probably weaker then the 3080. 
 

If you can swing $500 I’d go for a 3070 at launch
