I don't think the GTX 1080 is not going to be enough to push Overwatch above 240fps at 1080p unless you set all settings to low(may be able to tweak some higher but for the most part they will need to be low).

Depending on how many desktop virtualizations you plan to run you may need more RAM but assuming you won't because then you would also need a CPU that is beyond the means of your budget.

I could do for a 3070

He said he doesn't need a GPU and has a 1080, and if he is doing desktop virtualization, he will want a better CPU.

This seems good but I only need a NVME ssd no other storage just yet, motherboard seems a little expensive.
Would a 10700k be better at this cpu price point? I think it's a 20aud difference and motherboard would probably be cheaper for a 10700k?
Maybe I could edge out a 3900x? If the motherboard is cheaper and no 3.5" hdd.

Yeah take out the 3.5 and add a cooling solution of your choice and with a cheaper but still realiable (since I'm assuming you want wi-fi and overclocking) you could get the 3900X. It's a little hard to understand your pricing since it looks pretty weird to me as an American. They just kind of feel all over the place and don't translate real well in my brain.
