base clock doesn't matter. They will both run at about the same speed under load.

 

Id personally save the money and get a 10400, the performance difference is pretty small in most uses.

That doesn't matter, what matters is the all core boost clock, which for the 10600 is 4400mhz while the 10600k is 4500mhz, and frankly enough it's not worth spending 50$ for an extra 100mhz..

I would recommend waiting for zen 3 which is being announced in a week and is rumored to boost to 5ghz.
