My gf has an Ipad and uses goodnotes5. Thing is the project files (and the exported pdfs) she has to work on are quite large and she can't delete them since she has to revisit random ones at a random time.

The Ipad has 32 gb storage, which is almost full. That's why she wants to store all the files on iCloud drive but not have all of them stored locally. Can that be done? I dug into the settings and couldn't figure it out, it seems like in order to store files on the icloud drive you also have to keep them locally. 

Another annoying thing is every time you want to VIEW a picture that's stored on the cloud, it DOWNLOADS and remains on the local storage after closing, instead of just DL in cache and delete after closing... If you're on a limited plan it's a bit better cuz you won't redownload things all the time, but it hurts storage-wise.

The terrible bit is you can't set this to your preference. Would it be that hard?

AFAIK iCloud manages storage automatically and purges local cache on its own when storage gets low. At least if the app natively supports iCloud integration and it's not a "connect to iCloud, download file locally into app" affair.

Some apps will flag themselves as able to be purged of local content if it’s on iCloud, some won’t.

 

iCloud isn’t sold as a storage solution to save space, it’s intended to be a means of syncing content across devices. For what you’re describing, you’re looking for something like Dropbox.
