Low gpu usage cause low fps in all games (Gtx 1070)

Hey guys, I have a powerful pc, nvidia GeForce gtx 1070 video card and lately I have noticed that the performance in games is very low and I get a low FPS and I tried to understand why ... After a few days I realized the problem, I noticed that in games my gpu usage is between 20-40 and not above and that is what makes FPS just awful and very low performance. I tried every way to fix this problem without succsess. I am so upset with this i really need your help.. If you can please help me upload the gpu usage and solve my problem I'll greatful. System specs: cpu: intel core i7-7700k 4.20ghz ram: crucial 16gb ram gpu: evga nvidia geforce gtx 1070 mb: asus prime z270 storage: st2000dm006-2dm164

try to update/reinstall gpu drivers.

also monitor gpu temperatures.

and monitor cpu utilisation and temperatures.

If it doesn't work, install afterburner, take priority to power limit oc it for 12mhz 

or simple download nvidia expirience

it didnt work but what take priority to poert limit oc it for 12mhz mean?

i already have nvidia expirience

I had big fps dropings and taking priority to power limit helped me. 

 

You have to unlink power limit and temps limit and set priority to power limit and set it to 108.

First only do that, if it doesn't work oc for 8mhz and look temps while you game

 

I cant described you how to do it, you must watch some videos of afterburner. 

 

And if you have latest drivers on gf experience and you did all that above. 

Try put gpu in other pc if you can, to see if gpu or pc is problem.
