Isn't BASE clock for the 3600 3.8Ghz?

No matter. You will be just barely pushing the limits of that CPU with an RTX 3000 series. You can probably get away with it, but according to https://pc-builds.com/calculator/Ryzen_5_3600X/GeForce_RTX_2080_Ti/0Um12n8A/8/100/ you will be about 80% usage with just an RTX 2080Ti.

 

There is no performance data on the 3000 series yet, so I cannot make a certain decision for you. Use this information with a grain of salt.

It'll work. Unless you're trying to go for really high framerates at 1080p, I wouldn't stress over it.

That's more like a downclock though. The 3600 at stock should be boosting to ~4GHz on all cores.

Sorry I meant overclocked to 3.8ghz base clock and still boosting to 4.5ghz

Your CPU is perfectly fine for the 3000 series, there will be very minimal bottleneck if any since bottleneck is hard to measure.
