Any changes made to /etc/resolv.conf will require a system restart. This is wrong, see other responses relating to /etc/resolv.conf.

resolv.conf usually gets overridden on reboot.

Did you set the DNS for the interface by chance if you set a static IP?

You can do 'cat /etc/network/interfaces' which should show your interface configs if it doesn't use netplan
