Whats the difference, and why is the non AMD so much more expensive?

The difference is the more expensive kit has lower sub-timings.

There shouldn't be a difference look at the timings etc but back then there actually was amd and intel ram but now with ddr4 and modernities it isn't any more

The reason they are different prices is probably because of the timings. The cheaper one shows CL16 (16-19-19-39) and the more expensive one CL16 (16-16-16-36)

That's because they use different IC's most likely ( cl16-16-16 is usually b die while the other kit is some hynix die like cjr or mjr or mfr etc) and one is has better timings.

B die usually has good overclocking headroom but for a casual user it shouldn't make a huge difference. 

Also amd ram just means it was tested and worked with an AMD cpu, doesn't mean anything for the most part though.
