I currently have a prebuilt MSI infinite 9sa-871uk which has

i5-9400f

GTX 1650 AERO, 4G

16Gb Kingston HyperX Fury DDR4 PC4-19200 2400MHz Ram (2x8) (upgraded from 8Gb)

256Gb M.2

2Tb HD (upgraded from 1TB)

2x 256Gb Sata SSD

1x 1TB Sata SSD

350W, 80PLUSE BRONZE power supply

1x oem 120mm rear fan (preinstalled) 

1x Noctua NF-A12x15 120mm Fan (added on splitter)

Mother Board has no name markings but is mini ATX

 

Now the eventual plan is to change out to an AMD 3600 system but this has to be done over time as money allows. The first thing I plan to do is change out the power supply to a 650 or 750 watt one but the question is do I change out the GPU or mother board and CPU next as they seem to be about price equivalent. The RAM will be changed out for 32Gb of 3200Hz min eventually as well.  My use case for the system is as a photo and video editing platform using Adobe and I have a pick up in business happening over the next year so I am in need of a faster P.C.

If you're using Adobe the most important thing is a strong processor with lots of cores, your GTX 1650 graphics should be good unless you use lots of effects in Premiere. I would recommend getting a B450 mATX board with a Ryzen 7 3700X and trying to put that into your case. You'll probably need a new power supply (maybe go for 500w or 650w) and maybe a new case depending on how workable yours is. If you can wait a few months for Ryzen 4000 to launch you should be able to get better Ryzen 3000 and B450 motherboard prices either retail or used.

Otherwise I would also look at the used GPU market in the coming months, should be able to get a 2060S or 2070S for a real good price, the higher cuda core count would be beneficial for sure. 

 

And yeah, as you mentioned a new PSU would be a must at that point as well with more power hungry hardware. 650W is plenty. Refer to this list:

I recommend Tier B or higher if possible and 80+ gold or better would be great as well.

If you are using it for an actual business, get a business loan, get a decent machine and flip the old one on the used market.  Just the productivity gains alone might justify a loan.

Don't piecemeal a machine if you don't have to.

totally agree, start looking for i7 9700's you'll get a much faster Adobe experience with it compared to the 3600. they have made progress but higher clock speed still blasts past AMD's multicores

the board runs H310C chipset so no overclocking and lower end power delivery, still totally fine for the 9700 non-K. When prices drop you should have no issues running a 2060/70 after you boost up that PSU.

if it only needs one or two parts to be a great editing rig there's no point in getting stuck with a loan just for shiny new parts. 
probably best to look up what you can write off as business expense for upgrades in you area as well before jumping into a loan. I know in BC private businesses can write off up to the profit amount of their business after a few years to reduce their business tax on income but for newly starting businesses there are also grants for startups to give them a leg up into the market for equipment. This is getting more into local taxes and business laws and not really focused on the OP though.

Yes here in the UK you are only taxed on your profit (after expenses) for a small business (you are allowed to make a loss after expenses) and any loss can be rolled over and counted against future years so I was planning to write the whole thing off as a business expense especially as it wont be used for gaming. The reason the original plan was to piecemeal it up was to upgrade as jobs came in to pay for parts. The only reason I have the current system is because my mac kicked the bucket about a month ago and I needed something quick and the MSI was the best of what was available at the time which ate up the budget I had. I already had the SSDs as the start of prep for a future build and the 2Tb HD came out of a long dead Drobo.
