you have to understand those cards are so powerful, and most people game at 1080p...so most of that gpu ressources will go to waste for most people regardless of the CPU they use...those are cards meant for 4K and VR.

As always, it depends on the game, software, OS, etc.

at 1440p high refresh my guess is you'll be able to use most of the cards potential by increasing anti-aliasing and detail levels but there would be frames to be gained by going with a faster CPU but not enough to justify it. This is my guess based on the performance i saw in digital foundry video of the 3080.

I think you’ll be fine with that cpu and the 3080 @1440p. It should max everything out and have some life to it. 
I just went from 1080p to 1440p and the cpu usage difference was a lot bigger then I thought it would be
