Technically yea, more than enough. depends on the model though.

budget for a psu? also quick question, do you already have these parts?

Yes, but I suggest you get 2x8 gb of memory for dual channel, and at least 3000mhz with cl 14,15, or 16

Wattage? Yes. Quality? Don't know, what particular PSU are you looking at? As long as you get a high quality unit you should be fine however you should go for a 550w so you have a little bit more room for upgrading the GPU later on.

Also that 1x16GB stick of slower memory is going to have a pretty negative impact on your performance. I would recommend getting at least a 2x8GB 3000mhz CL16 kit, or preferably 3200mhz.
