Are you comparing the speed you're getting on speedtest.net vs. Steam's (for example) reported download speed, or do you mean while running a speedtest + downloading a game is slower?
If the former (difference between speed in speedtest vs. Steam):
Speedtest.net reports speeds in Mb, which stands for Megabit. Steam reports speeds in MB, which stands for Megabyte.
1 byte consists of 8 bits, so 1MB = 8Mb, or in your case it's 1-10MB = 8-80Mb.
The speeds you're getting between the test and download line up, it's just a different way of representing the numbers.
If the latter (lower speed while doing speedtest + downloading a game):
If you're doing two things at the same time, one of them will take priority and the other will take a hit in performance.
