When it comes to good value low end graphics cards, you can't really beat the RX 570/470. It's pretty reasonable to pair with an FX 8350. If you want to save some money, try to get a used GTX 960 close to the $55 mark, but you won't really get many deals like that.

Pick up an RX 580 4GB or 8GB, if you're going for budget build and want something that won't bottleneck your 8350. You can grab a 580 8GB used or even new if they are still in stock for around $150 or less.

Yes, sadly that's kind of where your CPU will top out (in most titles).

 

You'd probably gain by trying to OC your CPU, if you haven't already.
