Can't Change Bios Settings

What motherboard do you have? Most logical place to start would be to look up the beep codes for your board and see what it's saying the problem is.

Could be a corrupt bios chip, or bad battery. Might want to try flashing BIOS to a different version, and then perhaps see if the battery still maintains 3 volts, if you've got a multimeter lying around.

What board is it? 

You could try updating the bios and clearing the cmos and check. 

PC: Motherboard: ASUS B550M TUF-Plus, CPU: Ryzen 3 3100, CPU Cooler: Arctic Freezer 34, GPU: GIGABYTE WindForce GTX1650S, RAM: HyperX Fury RGB 2x8GB 3200 CL16, Case, CoolerMaster MB311L ARGB, Boot Drive: 250GB MX500, Game Drive: WD Blue 1TB 7200RPM HDD.

 

Peripherals: GK61 (Optical Gateron Red) with Mistel White/Orange keycaps, Logitech G102 (Purple), BitWit Ensemble Grey Deskpad.

Start with the battery. You'll need to buy a new CR2032 coin cell, they're very cheap on Amazon.
