Low FPS in Warzone with 2070 Super

OK, So I just recently installed an RTX 2070 super into my PC, with 16 g of RAM, and a core i5-8400 and am running around 40 to 50 fps in warzone. My monitors resolution is 2560x1440 but even when i reduce the resolution to 1920x1080 I am still being stuck around 40-50 fps. My drivers are up to date and I have tried messing around with a whole bunch of different settings, even setting everything to the minimum setting, even the resolution to the lowest it could be at 1280x720 and I only saw a 5 to 10 fps increase. I don't know what the problem is and am looking for some help. I was also around similar fps at around 30 to 50 fps with my old GTX 1060 so I really don't know what the issue was, especially after going up to a 2070. I've heard that it could be overheating issues or usage issues, but I don't think so, or at least haven't been made aware that it could be a problem with my pc, and I've also heard about setting its priority in task manager to high but i don know if that is the big fix. I checked the NVIDIA control panel and there is no max frame rate cap.
 
So to summarize it, I have an RTX 2070 Super, 16 ram, i5-8400, regular resolution of 2560x1440, settings aren't the issue, (i think), and drivers are up to date. Around 40 to 50 fps and don't know what the issue is. Help appreciated, thank you.

check if the cpu's running at 100%, and the gpu usage also.

So according to my NZXT CAM software my CPU is running from like 80 to 100 percent depending on whether I'm in a game or not. Is that the issue, like a bottle necking issue from the CPU?

yap, try running it on higher graphics settings so at least it'll look nicer, or see if u can overclock your ram a bit, capping ur fps also helps.

Warzone always does that. Not a bottleneck

I never used NZXT CAM before. Does it tell you which programs are hogging the CPU?

 

If not, just Ctrl+Shift+Esc to open the Task Manager and check there. Report back here with your findings.

Probably the gpu usage is not getting full. Just check it on msi afterburner.

Maybe it is the ram clock speed causing this problem.

So, it's a hexa core 14nm chip. What did you expect?

Ok so the main user of the CPU is Modern Warfare when it is open at around 50 to 65, and then second is System Idle process at 20 to 25. But I also saw that modern warfare is using around 4 million K of memory so that may be something.

So I don't have afterburner but I can download it but could there be another way to see if there is a ram clock speed problem?
