You can stream but don’t expect anything great

if you have an old PC a capture card might be maybe an option

I think that you should save a bit more and get a Ryzen 5 3600 which will last you a long time, be able to play games and you can video edit fine. The gpu is respectable. I have a 1060 and a 3600 and I can do all of what you want to do to a good standard.

Honestly editing part you can do on anything with decent amount of VRAM and 4 cores. Encoding a lot? Whole another problem. Like if you do 720p30, thats fine. 1080p60? With lots of effects and cuts? You want something beefy.
