You don't need the extra 4 pin. It's just used for heavy overclocking. Which with Ambient cooling, you won't be able to do that either way. 

A single 8 pin easily provides 384w of power. 

 

If you're asking about the 4-pin that's not plugged in, then yes, it's normal*. 

 

* unless you're powering a heavily overclocked 10900K, or you're on HEDT (Intel X299 or AMD Threadripper)
