Blue lines when running at non native res - Need Help

Hi, a couple of weeks ago I started to see some weird blue lines on my screen only when gaming. It appears they only appear only when Im not at the native res (I did this because of fps), ive tried everything I could but nothing worked.

Specs: Laptop

i5-9300H

GTX 1650 4Gb

8Gb Ram

running windows 10 pro version 2004

yes version 2004...

and the shop where I bough it from doesnt have technical support

Not the shop but the brand must have(it is a legal requirement)

Those lines look like they follow the edges of clouds, it could be that the cloud images in the background have something weird going on, not your computer. Does this happen anywhere other than Trackmania?

yes, it happens pretty much in any game (Project Cars 2, Assetto Corsa, etc) running at anything lower than native, 1080p in my case.
