So currently, I have a Ryzen 5 1600 (not AF) and a GTX 980. I'm currently torn about which one I should upgrade first, or if this is something I need to upgrade both?

 

I'm leaning toward a new GPU, possibly an RTX 2060 SUPER. I just need an opinion.

ok, so is this a situation where I would have to upgrade both at the same time? Could I get away with just upgrading one part?

Depends on what your goals are, if your playing very twitchy kind of first person shooter games, like CS:GO or siege, then a CPU upgrade will give you a bigger boost to fps than a GPU will, however in that same genre something like CoD: Modern Warfare would require upgrades to both the CPU and GPU to get decent fps. If you plan to continue playing at 1080p then a CPU upgrade would be more beneficial now, however if you plan to start playing on 1440p soon than the GPU is more benifical.

Except it's not looking to be a simple install with B450 motherboards. AMD has claimed that they will find a way to make it work, but there running out of memory on the chipset, and its hard to say if they will actually be able to produce a compatible BIOS that will actually fit in the memory. If they do great, but in the meantime most people are recommending new buyers go for the new B550 board to ensure that they actually get compatibility.

Unless you're playing something that is already getting heavily limited by your GPU choice, (it's a decent card) the 1600 is the part I would upgrade first. Even a cheap 3300X would improve your performance significantly, but a plain old 3600 will do you quite well for the foreseeable future of gaming. The 3600 is also only $160, so you won't be breaking the bank by getting it before the GPU.
