Well most if not all cheap 3200MHz kits are CL16, and they're all practically the same. It's probably the most common DDR4 bin at the moment, hence why they're dirt cheap.
If it's not much more expensive, go for a 3200MHz CL14 kit - those have good Samsung B-die ICs on them which are great overclockers, innit bruv ye
