from my experience, no

i barely feel it

 

and that should be the norm as it uses hardware encode, basically a dedicated portion of the GPU that does this without using any of the main CUDA cores, so you shouldnt see any performance penalty, in theory. in practice, you'll see less than 5% difference from what i've seen

at 4K 60fps 130Mbps I lose Up to 10fps in some cases, usually 5-10FPS range at 4K, but usually only 1-3fps at 1080p/1440p because Nvidia limits it to 50Mbps.

Maximums - Asus Z97-K /w i5 4690 Bclk @106.9Mhz * x39 = 4.17Ghz, 8GB of 2600Mhz DDR3,.. Gigabyte GTX970 G1-Gaming @ 1550Mhz
