PC stutters when loading into games

When I'm loading into any games, but it's worse with World of Tanks/Warships and Sea of Thieves, my entire PC will stutter including the videos I'm watching on my 2nd of 3 monitors and will have to reload them from time to time. Once I'm in game I have no issues and the pc runs great. 

 

Specs:

Intel Intel i7-10700k 

Asus Maximus XII Hero 

Corsair Dominator Platinum 16gb @ 3200mhz

Corsair H100i RBG Platinum 

Evga 2080ti XC Ultra

Samsung 970 EVO 500gb m.2 boot drive

2 Crucial MX500 2tb sata ssds for games

Corsair HX1200I Psu

 

Troubleshooting steps taken:

Tried new motherboard/cpu by upgrading from 1700x 

Tried different gpu switched from the 2080ti to a Zotac 1070ti Mini

Tried disabling windows gaming items like the game bar and DVR

Tried memtest86, was not able to run it because it couldn't load past the checking memory controller when on the 1700x. Have not tried it with the 10700k 

 

Any assistance is greatly appreciated, thank you in advance.

Loading games will use quite a bit of CPU and usually load VRAM at the same time. There is nothing you can do to avoid that, it always been like that and its going to be like that for the foreseeable future.

Did you clean install windows when you switched to the 10700k?

Enderman, yes it was a clean install of Windows. The only thing that kept data was the game drives.
