Games randomly capping at 20/30 fps on a whim.

Hello.

 

It has been a while that, out of nowhere, some games of mine would simply lock their frames at 20/30fps on a whim. I would literally be playing normally, maybe alt+tab once or click out of the window and bam, the problem would be there and stay there. The frames - that previously were over 200 - were locked at 20/30 and sometimes they would normalize and other times they would stick there no matter what I did. I recently bought a new processor and wanted to enjoy Death Stranding, but my nemesis has returned to give me problems once again. I'm actually getting desperate, I just want to fucking enjoy what I bought...

 

Two things I know about this situation:

1. Changing the game from fullscreen to windowed would solve the problem.

2. When, in fullscreen, I change the game window to the other screen, the game caps from 30fps to 20fps. Could it be my monitors? I'm using a Dell P2317H (locked at 20fps) and a Dell P2217H (locked at 30fps).

 

I'm using an updated Win10 with a Ryzen 3700X + RTX 2070 Super and 16gb memory.

All drivers are updated.

Everything is installed correctly.

was gonna suggest borderless windowed, lots of games bug out when u alt tab out due to reasons beyond my understanding

if it's not a super fast pace game, consider borderless window, there is input lag but it solves a lot of issues like these

 

game goes to "low power" mode when not in focus, when running in fullscreen mode, seems to me like there's some bug preventing it to kick back into high gear when it's back into focus
