what comes out in 2 months that changes so much?

AMD Ryzen Zen3 and nVidia Ampere.

Long story short Zen3 is expected to have IPC boosts which increases frequency providing performance boosts in games (Intel performance) at lower power and heat.

Ampere has improved RT performance.

If you were to build the system now, I'd recommend something along these lines:

But, as mentioned above, holding on for a bit until Zen 3 comes out on the CPU side and Ampere and RDNA2 release on the GPU side would definitely be the best way to go considering your budget.

You'd be looking at around late Q3/early Q4 for release on these new lineups.

Desktop: Intel Core i9-9900K | ASUS Strix Z390-F | G.Skill Trident Z Neo 2x16GB 3200MHz CL14 | EVGA GeForce RTX 2070 SUPER XC Ultra | Corsair RM650x | Fractal Design Define R6

Laptop: 2018 Apple MacBook Pro 13"  --  i5-8259U | 8GB LPDDR3 | 512GB NVMe

Peripherals: Leopold FC660C w/ Topre Silent 45g | Logitech MX Master 3 & Razer Basilisk X HyperSpeed | HIFIMAN HE400se & iFi ZEN DAC | Audio-Technica AT2020USB+

Display: Gigabyte G34WQC
