Turn on PBO in the BIOS and don't touch the rest. The system will automatically max out itself.

I would like to overclock my Ryzen 7 3700x using ROG Strix x570-f board BIOS. Please someone suggest best stable settings...

Corsair h100i pro rgb platinum cooler

Gskill Trident z neo 3600 Mhz

Zotac RTX 2070 super amp extreme

Crucial P1 500GB NVME

Barracuda 2 TB 7200 RPM

Just enable PBO. Better than manual overclocking. 
 

Id suggest tuning the ram as that has a much greater affect than the cpu.

manual overclocking is a try and test process and depends on silicon lottery, cooling, bios version, and many other factors.

with ryzen it's best to just enable PBO and let it self-overclock
