I too had this issue. All i did is updated my pc & done. It worked. Maybe this will work for you too

I got this issue on my laptop earlier in the year. Basically tried every fix the first page of google gave me and didn't work. had to re-install windows in the end.
maybe your problem is different, but mine was probably caused by uninstalled stock apps with powershell commands.

I know it didn't help but maybe gave you more context.

You probably accidentally shut it off. I've done the same exact thing.

Still does not work going to buy a hole new pc from alien ware for 2000$ with a rx 570 in it

Ouch.. 

Why not build your own with a budget like that? Gotta be able to do better than an RX 570 like a 5600XT or bigger.
