Minecraft isn't a demanding game, so the GPU isn't being used to its fullest, thus downclocking to reduce heat and power consumption.

What's your temps?  How are you monitoring your GPU clocks?

either the gpu is getting too hot, or your cpu is bottlenecking the gpu.

im using msi afterberner and my temps are mid 70`

it is normal for minecvarft since minecraft is very poorly optimised and isnt a demanding game. it is all normal do not worry

Minecraft can run on a phone. The GPU simply does not need to work that hard or be in a high performance state to run it

If you think there is actually a issue with your card fire up a game or a stress test that will actually stretch the GPUs legs.
