Specs:

CPU: Intel i3 5005u

GPU: AMD Radeon R5 M330

Storage: HDD

Platform: Laptop

 

My GPU usage is only like 80% maximum when I play GTA V and it stutters a lot. I have found several youtubers using the same specs as mine getting full GPU and CPU usage and getting decent FPS in GTA V.

Can somebody help me?

I'm sorry no offense. But you're limited by both the GPU and CPU.

Pretty sure they're not. And if they were. It's either fake. Or with a different resolution or graphical fidelity.

It's likely your HDD that's actually causing the problem. Booting Windows from the same mechanical drive as the one running GTA V can cause severe stuttering when loading new areas of the map.

 

Also note that the rest of your hardware is very weak -- you shouldn't expect more than 20-25FPS on absolute lowest settings.

first of all, intel 5th gen i3 cpus are only mobile (as far as i know) so that is a laptop, so maybe you're not getting enough power??? (maybe battery saving mode or battery is really old and really crappy).

second of all, that a 2c/4t 2ghz cpu what are you expecting bro? same performance as 8c/16t?

 

the best upgrade that you can probably do is getting more ram but mainly, BUYING A GOOD SSD.

buy a good ssd, install windows 10 on it you'll probably see some performance difference.(if its 256+ or 512+ install gta v on is. theres alo of difference between running this game on hdd and running it on ssd, talking from experience.
