Yes, you have to use both if the GPU has 2 connectors, otherwise it won't work.

So I ordered a RTX 2070S MSI OC or whatever recently and it requires a 6pin + 8pin connection, my PSU does have two cords (each are separate and plug into separate things in the PSU) as it is modular and I was wondering, to power the GPU do I use both cords and plug the 6 pin and 8pin in from two different cords, or will it fry the GPU or something??

To power the video card you need two 6+2 pin power connectors. One of which you will use all pins of, the other you will leave 2 pins hanging.

 

It's not exactly clear to me what you're asking with the two different cords thing, but you basically just use the cables that comes with your PSU to power it.
