Welcome to the forum. When it's in the state with the mouse cursor, hit Windows Key + R. If the "run" box comes up, type in "explorer.exe" If the desktop comes up, I can help you to repair the OS.

Nothing comes up when I hit windows key + r

In that case, you must use a windows installation media to either repair the OS, or reinstall the OS.

 

An alternative is to attempt to start in safe mode, per @mahyar

Specifically these steps:

  • Do one of the following:
    • If your computer has a single operating system installed, press and hold the F8 key as your computer restarts. You need to press F8 before the Windows logo appears. If the Windows logo appears, you'll need to try again by waiting until the Windows logon prompt appears, and then shutting down and restarting your computer.
    • If your computer has more than one operating system, use the arrow keys to highlight the operating system you want to start in safe mode, and then press F8.

Ok, do this:

Shut down the PC.

Pull the power cable so that there is NO power going to the PC.

Press the start button for 15 secs.

leave the PC like this for about 5 minutes.

Plug in the power cable

restart the PC, and do not touch any keys, let it do it's thing.

let us know what happens.
