I have this old LGA 1150 PC that I put together back in 2015 to play The Witcher 3. It's served me well, and now I want to give it to my little sister. 

It's got a Core i3 4160 in a B85 matx board, 2x4gb DDR3, a GTX 960 2GB, and a 1TB mechanical drive.

So far, the upgrade's going to be mostly cosmetic. Getting a new, smaller case (Deepcool Matrexx 30), a new RGB CPU cooler (Thermaltake UX100), and an SSD (cheapest 500gb I can find here).

Now, I'm currently in India, where used parts are scarce, and I didn't think of bringing any with me from New York. The new case, cooler, and SSD are going to set me back about $100 already, I can spend another $100 on parts, limited by my 430w power supply. 

So far, the only reasonably-priced LGA 1150 CPU I've found that will ship to India is a Core i5 4590 for $55, which is better than an i3 4160 but not a whole lot better. I was hoping for something like a Xeon e3 1231-v3. GPUs, I've found nothing. 

Also the catch is I need all the parts in the next 2 weeks tops, it's her birthday right after.

What's your sister's use case ?

If just a casual use , get another 2x4 kit ( if the motherboard has 4 slots ) and that should be good enough 

If your sister's workload is different 

A 4590 is a nice upgrade. 

Try selling the 4160 and get either a 4590 or maybe a 4770 if you can afford it.

If just a casual use , get another 2x4 kit ( if the motherboard has 4 slots ) and that should be good enough 

If your sister's workload is different 

A 4590 is a nice upgrade. 

Try selling the 4160 and get either a 4590 or maybe a 4770 if you can afford it.

1231-v3 is a haswell 4c/8t with 3.8ghz boost, problem is I can't afford it, and at this point nobody's gonna buy the 4160 or the 960. I could probably sell the whole system for $200 if I make it back to the US lol.

It's just light games @1080p. Mostly a cosmetic upgrade cause I can't afford to buy her anything nicer for her birthday, smaller case cause she has limited desk space.

A 4590 is still an upgrade nonetheless.

But is it a huge upgrade worth $60? I could get an i3 9100F for that, which would smoke it, but then I'd have to buy a motherboard and RAM. Also assuming I'll be GPU bottlenecked with a 2GB 960.

New ram and move to another Dead platform 

Not to mention it will be more expensive

https://www.olx.in/item/i5-4670-34ghz-processor-4thgen-iid-1578269278 - i5-4670 for $80 (for $25 more than the 4590 you found it might not really be worth it, since it's mostly just a minor clock speed increase which you could probably do yourself with a slight BCLK bump)

 

The hyper-threading on the i7s could make quite a drastic difference compared to the non-HT i5, but it totally depends on what she does.
