Ryzen 5 3600 Bottleneck

i have a feeling that you didn't torque the screws down all the way, most cpu coolers use torque screws that you have to push down to engage, then keep screwing till they stop, that way you get the correct mounting pressure every time.

cpu: ryzen 5 3600 @4.4ghz @1.35v

gpu: rx5700xt 2200mhz

ram: vengeance lpx c15 3200mhz

mobo: gigabyte b550 auros pro 

psu: cooler master mwe 650w

case: masterbox mbx520

fans:Noctua industrial 3000rpm x6

i did but i screwed it up once and i didn't reapply the paste but it barely slipped

You can reuse paste, so that isn't an issue (probably).

 

Are you still running furmark? I would quit that. Hit stress test, then run it for 15 minutes, it should instantly hit 100c which will tell us things are very not good...

Ok, what temps does it hit when you run the stress test? What speeds do the cores drop down to?

Do you have Prime95 installed? 

I have Prime95 installed on my PC and about a few months ago, I've somehow accidentally enabled the option "Start at Logon". After booting, my temps jumped to 65°C to 75°C, which made me panic thinking I've messed up my thermal paste application or my cooler installation. So if you have Prime95 installed, please check that. 

 

Edit: I just saw your CPU load, I guess Prime95 ain't the problem huh.

You need to scroll down in HWiNFO until you get to the CPU[#0] section that contains the "CPU (Tctl/Tdie)" sensor. Show as much of that section as possible.
