3700x running hot on 360mm rad

I got a 3700x and a 360mm rad by corsair thinking that the rad would keep temps extremely low and have plenty of headroom for overclocking and upgrading. The temps have been extremely high, reaching 85c stock with no OC. A small oc with 1.3 ish volts pushes temps up to high 90s under load. Room temp is around 30c. I'm using the stock thermal pad, and have fan speed on max as well as pump on max. The rad has no obstructions and is in the Lian Li 011 Dynamic with 9 fans. It is set as exhaust and all of the other fans are set as intake. The parts list is https://au.pcpartpicker.com/b/fPmqqs.

Thermal pad sounds like the issue.  Take it off, clean the block and CPU lid and use some good thermal paste like Thermal Grizzly Kryonaut...

I was thinking this was the most likely issue but still wasn't sure if it could be a faulty pump, although now that i think about it, the thermal paste is probably it.
