Hi Linus and Crew.  I am going to describe my rig before asking for help:

AMD Ryzen 5 3600 CPU

Gigabyte X570 Gaming X Motherboard Rev. 1.0

Crucial Ballistix 3200 MHz DDR4 DRAM Desktop Gaming Memory Kit 16GB XMP (two sets for a total of 32Gb RAM)

Cooler Master MasterAir MA620M Heatsink

EVGA NVIDIA GTX 1070 FTW 8GB GDDR5

Corsair 750 CX Power Supply (non modular)

Thermaltake Overseer RX-I Full Tower Case (Front (1) 200 x 200 x 30 mm Fan / Top (2) 200 x 200 x 30 mm Fan / Rear (1) 120 x 120 x 25 mm Turbo Fan

The problem I am having for the first time ever building a rig for myself is the fact that temperature (in celsius) of my CPU when idle mode is 54 regardless of the humongous heatsink mentioned before in the description.  Everything is in default mode except memories that I activated the XMP Profile.  Everything else is running by default and I can't get the temperature to get lower than 49 degrees Celsius.  To lower it I have to low the voltage to 0.9xx to get at least 38-45 degrees celcius in the cpu.  I used the thermal paste that came with the heatsink because is the best that Cooler Master provides with their heatsinks and nothing.  Fan control on full throttle and nothing.  Can you tell me what am I doing wrong? (I reseated the heatsink and with enough thermal paste (a bean of size) ).  Nothing works.  I don't want to short the lifespan of my cpu.  I will appreciate any help. Thanks in advance.

What is the load tempature?

What os are you running when measuing idle power? What else is running? Bios is not the same as idle normally as the bios doesn't have a lot of power saving features enabled.

I am running Windows 10 Professional 2004.  For the temperature measure I am using CoreTemp latest version.  Right now the CoreTemp reports 58 and I am just browsing. No games or any heavy or lower load is running.

what are the temps running something like prime95?

How much power is the cpu reporting to be using?

What are the temps under load? That’s what really matters.

I am far from an expert in this so please correct me if I’m wrong.

If I put the board to inyect 1.4v (as per AMD), it rises to 80 almost 90...on Idle is 55 - 65.  Something it never happened to me with previous generations of AMD.  At 0.9v the idle temp is 43 celcius degree and on heavy loads when gaming is like 51 to 57.  I know I am not getting the 100% of the CPU in default mode, thus is running fast on that voltage, but some ppl use 1.4v and the temp is not as high as mine.  I am considering buying a new case, but I am having the feeling it will not solve the problem that much.

Your temps are in the high end but completely fine. CPUs are rated to go to high 90s without a problem
