8GB of 16GB ram is being used as Cached ram

Im not sure whats going on but my laptop has 8gb of my ram being given up to cache out of my 16gb.

Totally normal, if you start using more RAM in applications you'll notice that the cached portion will go down. Windows is caching files so you don't need to pull from the (relatively) slow drives.

Windows started using available ram as cache starting with Vista.

Workstation:  14700nonk || Asus Z790 ProArt Creator || MSI Gaming Trio 4090 Shunt || Crucial Pro Overclocking 32GB @ 5600 || Corsair AX1600i@240V || whole-house loop.

LANRig/GuestGamingBox: 9900nonK || Gigabyte Z390 Master || ASUS TUF 3090 650W shunt || Corsair SF600 || CPU+GPU watercooled 280 rad pull only || whole-house loop.

Server Router (Untangle): 13600k @ Stock || ASRock Z690 ITX || All 10Gbe || 2x8GB 3200 || PicoPSU 150W 24pin + AX1200i on CPU|| whole-house loop

Server Compute/Storage: 10850K @ 5.1Ghz || Gigabyte Z490 Ultra || EVGA FTW3 3090 1000W || LSI 9280i-24 port || 4TB Samsung 860 Evo, 5x10TB Seagate Enterprise Raid 6, 4x8TB Seagate Archive Backup ||  whole-house loop.

The only amount that Task Manager shows, that matters, is "In Use"...

I frequently edit any posts you may quote; please check for anything I 'may' have added.

 

Did you test boot it, before you built in into the case?

so its normal that half my ram is being used by windows? Is there a way to leverage that down so that more can be commited to my games?

Yep. Normal. It will be automatically redirected when you open a game, so there's no need to do anything about it.
