Where is the power on off & reset on the MSI B450 Gaming Plus

There's this thing called "a manual" that came with your mobo; I recommend finding this "manual" and opening it up. If you have lost this magical thing, you can obtain a new copy from the manufacturer's website as well!

Clear CMOS. Either by using the jumper on the botom right where it says CMOS or taking out the flat battery out of the motherboard for about 30 seconds.

Edit: I assume it isn't a freshly built system and it worked before.

Also I took a power reset button from my old hp computer. Could that be why?

What happens if you short the two power pins with a screw driver? Does it turn on then?
If yes, then either the power button isn't properly connected or doesn't function.

Still not powering on ugh. I've changed to my old power supply for my old computer and got a proper power on button and still nothing. I'm hoping my mobo isnr dead bc i just got yesterday

If you know both power supplies work, you can also jump those with a paper clip.. then yeah..  if everything is connected correctly and shorting the power switch pins on the motherboard does nothing, it's the board.
