New CPU my old one is an bottleneck

If you budget is unlimited I'd say wait for Ryzen 4 or just upgrade to 10th gen Intel.  There's not much point in limping along something in the 8000 series of Intel stuff if you're wanting to upgrade to the most modern kit out there.  If you had to upgrade now(just my opinion), I'd get a X570/B550 board and put a 3600 in it for the moment until the new chips drop if you're really wanting to go Ryzen 4th gen.  All your kit will be compatible with 4th gen and even now you'll double your CPU thread count and get an unlocked chip.  Or go even further and get a 3700X and really turn up the heat if your funds truly are unlimited.  Newegg has them on sale right now for $275.

Hello Internet i need your help!

I have an i 8400. It's 2 or 3 years old and it's fine but I have recently been looking for a new one, becurse it has become a bottleneck for my system. I recently got my hands on a RTX 2080 Super.

 

I have a few things i mind:

1. I could just wait for ryzen 4 gen

 

2. I could get a Ryzen 7 3700x

 

3. I would like to hear if you have an better idea

 

The buget is unlimited but i just want the best bang for my buck.

I'd say wait for the new ryzen or look into a used i7 for that platform.

Just upgrade to 8700, 9700 or 9900.

8700k still out performs r7 3700x in many situations.

It only outperforms the 3700x slightly in gaming and some (very rare) clock speed depending workflows like photoshop. But in everything else the 8700K gets stomped, while being 100 $ more expensive at least.

If someone did not use reason to reach their conclusion in the first place, you cannot use reason to convince them otherwise.
