Offload encoding to GPU and you can get by. I've not tried it on AMD GPUs but on nvidia at least the video encoding part seems to be separate from the gaming part so the impact between them is small.

I have a 4770...it okay... the problem you're going to encounter is newer triple A titles that demand more and more cores.

 

Answer... depends on the games you're going to be streaming but as long has you set your expectations right ( older titles) and have a decent internet speed, you should be fine.

AMD's VCE is atrocious when compared to NVENC and QuickSync (even older version of HD graphics), since you're using Intel CPU + AMD GPU, I suggests that you turn on Intel HD 4600, and use that to record and stream.

 

Go to your UEFI, and enable the Intel HD graphics (Internal Graphics in certain UEFI), and once you're on Windows, you'll have to install the Intel HD graphics drivers.

Q sync on older cpu's like haswell lack alot of the features that new Intel cpu's have

The 580 has a hardware encoder that will be fine for the most part and doesn't have an impact on gaming

Quicksync isn't the best but it can easily do 1080p/60fps without missing a beat.  You don't need a 9900k/2080ti combo to stream really.
