Not the cheapest but certainly a good deal - Dell Latitude E7250 - routinely $180-200 on Ebay, suspect it'll be the equivalent of that everywhere

Probably any chromebook. If you need windows check local used marketplaces.

Not worth buying would be the answer. I wouldn't start with new laptops up to about 350 or 400. Look at the used market you can get better value there.
