I want to provide internet to the students in my community but after reading many articles I have come to a conclusion to create a WI-FI zone which they can connect with their smart phones and laptops while at their various homes. I need expects to help me with this project  including hardware needed, architecture, topology and all the support I can get to make this project a success. Thank you

Not an expert but I think I can point you in the right direction. There have been a few people that have made themselves ISP's. The easiest way to do this would be some type of site to site Wireless setups, basically what a WISP does. You have an internet line come in to a central point, then using Site to Site wireless transmitters you broadcast the signal to each home. The downside is hardware has to be installed at each home. Also the other hard part is you would have to pay for a business line and it would be an expensive plan because the ISP is not just going to allow you to share a residential internet connection with many homes.

If your just trying to cover a small area, maybe an outdoor AP. But WiFi has limited range, its not going to go block and blocks down the road. Also be aware that if any of these students break the law, it could be on you.

I just want to sit back and watch the world burn.

About 400km sq. and a plane land closer to the sea

Wow! That's quite a large area to provide WiFi and no single antenna mounted on your house will give you that much coverage.

First of all, how much bandwidth do you plan to dedicate to these students? And how many devices will be connecting at once? I'd advise you to contact your ISP to see if redistributing your internet connection (i.e. becoming an ISP yourself) is acceptable within your residential contract with them. Some ISPs might require you use their business-grade plans or a custom plan for such projects.

Secondly, this is not going to be a simple project if you get the first part taken care of. And if you don't have experience with advanced network setups and the relevant gear required (commercial-grade firewall, switches, point-to-point/point-to-multipoint stations and APs, etc.) I'd encourage you to hire a local company with experience doing such things to give you a quote. In the meantime, browse these videos to get an idea of what you'll need.

Finally, should you choose to use Ubiquiti gear, the best place to get advice is at the Ubiquiti Community.

This might give you some idea. It won't be cheap. You're going to have to find an ISP that will sell you a decent amount of bandwidth, that's what's really going to cost. Then there are the equipment and installation costs.
